I think your criticism of savage worlds investigation was rather “savage”, while investigation is in fact only research, streetwise is not just carousing, it is the questioning and investigation of people on the streets. Notice is a compression skill of some systems, it covers, search, hear, and other general investigation. The system is meant to be fast and loose, skills are meant to be interchangeable, one could use interrogation on a street character but I would ask people to roll to see if they would know where a likely street character might live.
